Dragons are often depcited with arm-wings like bats, and are sometimes called in that depiction. How many legs a dragon can have in media is often. In the end, it really depends on the artist(s).The reason dragons often have six limbs probably has to do with stories that involve a dragon grabbing things. You can't really have dexterous hands when they're attached to wings.edit: from:A dragon is a mythological representation of a reptile. In antiquity, dragons were mostly envisaged as serpents, but since the Middle Ages, it has become common to depict them with legs, resembling a lizard.
Remember that wings are limbs; they're homologous structures. So dragons either have four limbs, as wyverns do, or can be six-limbed hexapods as the one depicted here. Here's how I think of it: wyverns are a species of Dragon (think of Dragons as a taxonomic group). Hexapod dragons are described as European dragons, wyverns and most other dragons, such as Eastern dragons, have four limbs (and yes, wings are a limb and are not exclusive. They are modified arms, or homologous structures).
Some species have two or no legs (probably closely related to the serpents I assume). So yes, wyverns are indeed a species of dragon, not an entirely different mythological creature altogether. And being mythology, they don't necessarily have to follow pre-existing biological body plans.
