You will install an ENB like normal (without any of the settings files from Nexus or elsewhere), install this new DLL, set the graphical adjustments to off with the above code and try it from there. So here is what I found: It looks like you do need an ENB installed (which makes sense, since that is what is handling the memory changes) along with this DLL loaded through SKSE, but you can run the ENB with no graphical changes made. I actually wanted this question answered myself, since I would love some memory optimization but my current hardware isn't going to support any ENB graphics changes at any kind of good framerate.
